Croatian President and Government, and following their recent
talks, there is no big disagreement between the two top officials
about constitutional changes.
During his news briefing today Croatian President Stjepan Mesic
reiterated that the President of the Republic must appoint heads of
intelligence services and take part in the creation of foreign
policies.
This is not disputable for Premier Ivica Racan who has said that he
also defends the right and responsibility of the president for the
co-creation of foreign policies.
After today's session of the Government, PM Racan said there was no
disagreement about secret services either.
A draft constitutional amendment stipulates that the President of
the Republic directs the work of military secret services and this
implies that the President appoints heads of those services, along
with the co-signature of Premier.
A decision on the heads of civil secret services would be made by the
Government, it will be then signed by Premier with the co-signature
of the President of the Republic, Racan expounded.
The issue of the appointment of heads of secret services is not the
matter for the Constitution, but the matter which should be
regulated by a separate law, that will soon be put on the agenda,
Premier announced.
Contrary to reports by some media, Racan described his meeting with
Mesic on Tuesday as talks with no voices rising.
Racan added that they had considered for two hours a series of
topics including the constitutional amendments, the foreign policy
and the current situation.
Premier had no negative stand on Mesic's announcement about the
establishment of a trouble-shooting team that should work on an
economic strategy. Any good idea, proposals for the resolution of
grave economic problems are welcome, Racan said.
