MESIC: INSTRUCTION ON CUSTOM DUTIES TO YIELD SHORT-TERM RESULTS

ZAGREB, Sept 12 (Hina) - The Instruction on Customs Duties, which radically limits the import of duty-free groceries for personal use, will yield only short-term results, Croatian President Stipe Mesic said Tuesday. At a press conference held after his talks with the head of the Liberal Democratic Party (LDS) and former Slovene Prime Minister, Janez Drnovsek, Mesic said the government's decision would not yield long-term results and would be counter-productive if implemented over a long-term period. The decision is most probably to yield results if implemented over a short-term period, therefore the Government has decided to introduce such a measure, Mesic added. The measure was announced on Sunday by the Croatian Finance Ministry as an Instruction on Customs Duties. The measure was announced on Sunday by the Croatian Finance Ministry as an Instruction on Customs Duties. According to the instruction, imports for personal use refer to one kilogram of detergent, coffee and sugar each, and one litre of oil, non- alcoholic drinks, etc. For all products exceeding this quantity limit, customs duties and Value Added Tax will be paid even if the overall value of imported goods does not exceed 300 kuna, which is the allowed value of goods which can be imported without customs duties and VAT. The measure went into force Monday. Asked to comment on claims published in Croatia's weekly "Nacional", according to which the Interior Ministry is about to press charges against former heads of the Constitutional Order Protection Service (SZUP) and the Intelligence Service (SIS), as well as the Croatian consule in the southern Bosnia-Hezegovina town of Mostar, because they allegedly hid war crime suspects belonging to a so-called "Ahmici Group", Mesic said he expected institutions of the Croatian state to start functioning and all those involved in crimes to undergo criminal prosecution. Anyhow, all those who had any knowledge of this should have acted, and given that they failed to do so, they will be brought to justice, said the Croatian President. (hina) it
