visit to Zagreb in October in order to personally acknowledge and thank the new Croatian Government. Holbrooke positively assessed the situation in Bosnia-Herzegovina. Peace has been established in Bosnia-Herzegovina, however, it is not perfect and there are still problems, but the question is whether the glass is half empty of half full, Holbrooke said. According to him, Bosnia's glass is half full. The main problem in the implementation of the Dayton Agreement is the return of refugees which has been accelerated only this year. Agreement, United States Ambassador to the United Nations Richard
Holbrooke said Friday and announced his visit to Zagreb in October
in order to personally acknowledge and thank the new Croatian
Government.
Holbrooke positively assessed the situation in Bosnia-
Herzegovina. Peace has been established in Bosnia-Herzegovina,
however, it is not perfect and there are still problems, but the
question is whether the glass is half empty of half full, Holbrooke
said. According to him, Bosnia's glass is half full.

corruption. He also criticised the existence of three national
armies.
Regarding the trials to war criminals, Holbrooke particularly
pointed to Radovan Karadzic and Ratko Mladic and added that the
international community will be persistent.
He said he would, along with Ambassadors of Bosnia-Herzegovina,
Croatia, Macedonia, and Slovenia with the United Nations, and with
the support of the European Union and other countries entirely deny
the right of Belgrade to have a representative with the United
Nations.
We are simply going to throw them out, he added. There is Tito's flag
outside of the United Nations and not the flag of the Federal
Republic of Yugoslavia, Holbrooke said.
