of representatives. The two bills are similar in numerous regulations, however they are significantly different in the way of the financing of the reconstruction of Vukovar. Representatives motioned that the reconstruction of Vukovar also be financed by contributions from wages and pensions. In line with this, all employed citizens would contribute with 1.5 percent from their gross wage, and pensioners with between 0.5 percent and 1.5 percent of their pension, depending on its amount. Representatives on Wednesday discussed two bills on the
reconstruction and development of the eastern Croatian town of
Vukovar - the Government's and the bill of a group of
representatives.
The two bills are similar in numerous regulations, however they are
significantly different in the way of the financing of the
reconstruction of Vukovar.
Representatives motioned that the reconstruction of Vukovar also
be financed by contributions from wages and pensions. In line with
this, all employed citizens would contribute with 1.5 percent from
their gross wage, and pensioners with between 0.5 percent and 1.5
percent of their pension, depending on its amount.
In the past, Vukovar made sacrifices for the entire Croatia, so all
Croatian citizens should show solidarity in the reconstruction of
Vukovar, said one of the motioners, Juraj Njavro of the Croatian
Democratic Union.
This is only a part of the sources for the financing. The bill of a
group of representatives includes more sources of financing than
the one motioned by the Government. According to Njavro, the reason
for that is that the Government's motion includes "children's
dosages" in relation to real needs of the reconstruction of
Vukovar, which suffered direct damage during the war approximately
amounting to 9.5 billion (DM2.4 billion).
According to the Government's proposal, the reconstruction of
Vukovar should be financed by funds from the state budget, loans and
donations.
The two bills are significantly different in the ways of the
financing, however, they are similar in the incentives.
In accordance with the Government's bill, companies and
entrepreneurs active in the Vukovar region who will hire a certain
number of persons, will be exempt from paying profit taxes, namely
income taxes in the first five years, while in the next ten years
they will be paying 50 percent of the taxes.
These and other incentives should accelerate the economic
development adjusted to Vukovar's needs, said Deputy Public Works,
Reconstruction and Building Minister Venko Curlin on behalf of the
Government.
He added that the Government planned to establish two tariff free
zones.
