The differences between the population size and voters brings into question the legality and legitimacy of the forthcoming election and Croatia's EU entry referendum, said Miljenko Mesic, an HHO executive board member. He said that according to the latest census, Croatia has 4.29 million inhabitants, while voters' lists include the names of 4.09 million people, and it is well-known that some 20 percent of the population would be inhabitants aged below 18. In this sense, Mesic expects that the Croatian electorate would include some 3.5 million people.
As for the forthcoming elections of local councils and representatives of ethnic minorities, Cicak said that the HHO had been given information that the Serb National Council (SNV) was handing leaflets, financed by the Croatian government, instructing ethnic Serb voters for whom they should vote in the area of Knin.
Other parties that are the opposition to the SNV led by Milorad Popovac do not have money for such campaign and they have referred to the HHO branch to report the issue, Cicak said adding that this practice was disputable.
