statement after a session in Vienna on May 25. OSCE Mission spokeswoman in Sarajevo Tanya Domi said Friday in Sarajevo the Permanent Mission had decided to grant an additional 6,975,000 euro for the elections whose total expenses are estimated at 8.3 million euro. The OSCE Permanent Council warned the authorities in Bosnia-Herzegovina and its entities they could still be included in the elections and establish funds from which they would be financed, Domi said. The Bosnian Parliament was also invited to adopt as soon as possible a permanent electoral law, confirming the importance of a conclusion of the Peace Implementation Council which held a session in Brussels the past week.

OSCE deputy chief to Bosnia-Herzegovina Kare Vollan confirmed
Friday that the autumn elections would be held in line with amended
temporary electoral regulations and rules.
Among the more significant changes is the one on the reorganisation
of electoral units at the country and entity levels.
In line with a decision of the Provisional Electoral Council (PEC)
of April 20, eight electoral units will be established in Bosnia-
Herzegovina in which future MPs for the state parliament will be
elected.
There will be five such units in the Bosnian Federation and they
will incorporate a territory of two cantons, while Republika Srpska
will be divided into three electoral units.
Future members of the Bosnian Federation Parliament will be elected
in 12 electoral units, and members of the Serb entity's people's
assembly in six units.
The rule aims at establishing a balance in the number of residents
in various electoral units and at the same time secure more equal
conditions for the electoral race of regional political parties,
Vollan said.
Elections in November will also have another novelty -- a part of
MPs will be elected on the basis of so-called compensation
mandates.
There will be seven such MPs at the Bosnia-Herzegovina Parliament
from the Bosnian Federation and five from Republika Srpska.
