Speaking about the work of the service, Zunec said that the "HIS, which was established in late 1992, faced a form of identity crisis at the end of the war." He reminded that HIS's legal operation was regulated as late as 1995, and those regulations were "illogical and inadequate, adjusted to the surviving semi-presidential system." operation of secret services, which would regulate those two
fields, since, he said, the existing regulations are inadequate.
Speaking about the work of the service, Zunec said that the "HIS,
which was established in late 1992, faced a form of identity crisis
at the end of the war." He reminded that HIS's legal operation was
regulated as late as 1995, and those regulations were "illogical
and inadequate, adjusted to the surviving semi-presidential
system." These regulations allowed various kinds of manipulation,
he added.
"The HIS was not directly involved in the abuse of secret services
and scandals, but because of the way it was organised it represented
a kind of an umbrella for everything," Zunec stressed, adding that
scandals have to be resolved so that a new intelligence system could
be established, to suit democratic standards.
As regards its future work, the anomaly of being the central
intelligence service must be removed from the HIS, he said.
Zunec said he would see that any act of taking documents out of the
HIS is prosecuted. Given 'leaks' which have occurred so far, Zunec
concluded that there must be 'private archives'.
He said that there was 'an intelligence underground", and added
that private archives "were more dangerous than Kalashnykovs."
The HIS director insists that documents must not be used outside of
the HIS, let alone publicly abused.
