UPPER HOUSE TO DECIDE THURSDAY WHETHER TO VETO DELAY OF APPLICATION OF LAW ON CHILD'S SUPPORT

ZAGREB, March 23 (Hina) - The Croatian National Sabor's House of Counties on Friday will decide whether it will exert its right to veto a law which the Lower House adopted yesterday to defer until next year the coming into force of the child's allowance law. In case the Upper House decides on veto, the Lower House would have to vote on the law adopted yesterday one more time. The request for the veto was submitted by 36 representatives of the Croatian Democratic Union (HDZ), the Croatian Party of Rights (HSP) and the Medjimurje Christian Democrats (KDM), with an explanation that the delay had no legal, nor human excuse. The House of Counties on Thursday included the demand for veto in session's agenda. Representatives of the HDZ and HSP believe that out of 48.3 billion kuna in the state budget, additional 600 million kuna could be found in order to pay child's allowance to the children of agriculturists and unemployed parents. The law on child's allowance, which was adopted last year, includes the increase of the number of children which would receive child's allowance. The Government, however, stressed it agreed with the conception of the law and proposed that its application be postponed with an explanation that former authorities failed to prepare conditions for its application.
