Lower House would have its own, new Rule Book by the end of April. Arlovic said most motions for amendments to the Rule Book which had been forwarded by MPs and parliament's working bodies to the Committee for the Constitution, Rule Book and Political System related to relations between the two parliament houses, relations between the House of Representatives and the Government and relations between the House of Representatives and the President. The Committee also received opinions that the institute of reply should be reinstated in the parliament, define the violation of the Rule Book and extend question time. ZAGREB, March 1 (Hina) - Croatian National Parliament House of
Representatives vice-president and chairman of the Committee for
the Constitution, Rule Book and Political System, Mato Arlovic, on
Wednesday expressed conviction the Lower House would have its own,
new Rule Book by the end of April.
Arlovic said most motions for amendments to the Rule Book which had
been forwarded by MPs and parliament's working bodies to the
Committee for the Constitution, Rule Book and Political System
related to relations between the two parliament houses, relations
between the House of Representatives and the Government and
relations between the House of Representatives and the President.
The Committee also received opinions that the institute of reply
should be reinstated in the parliament, define the violation of the
Rule Book and extend question time.
It has also been motioned that, besides MPs, bills can be motioned
by party benches, and that a bill, when handed into procedure, must
be discussed.
This would rescind the objection institute which was active until
now, and thanks to which bills had been removed off the agenda.
Arlovic said he expected a working version of the new Rule Book to be
prepared for next week, and the motioned draft could enter
parliamentary procedure by mid-March.
The new Rule Book could be adopted by the end of April.
