The temporary chairman of the Lower House, the oldest representative in the parliament Josip Torbar of the Croatian Peasants' Party (HSS) overruled the objections as unfounded. Torbar said that the House was constituted and was capable of passing decisions. At its first session, the Lower House will decide on three items from the agenda by urgent procedure, namely a bill on amendments to the law on the Government, scope of activities of ministries and the organisation of the state administration.
