appointed Croatia's new prime minister at 2 p.m. on Thursday, Croatian Sabor President and Acting Head of State Vlatko Pavletic told reporters in Zagreb on Wednesday. The transfer of authority has been carried out in the shortest possible time, Pavletic said, adding the new government will take full responsibility tomorrow, even though MPs will be acquainted with its members and programme on February 9. After today's talks with Racan, Pavletic said he had learned almost the entire composition of the new government. Racan will submit an integral list of government members tomorrow. The new government is to have 19 ministries, two more than at present. Pavletic said two government members would be appointed ministers without portfolio until legislation was changed
