PAVLETIC TO GIVE RACAN MANDATE FOR NEW GOVT ON JANUARY 22

ZAGREB, Jan 12 (Hina) - Croatian parliament president and acting head of state Vlatko Pavletic said on Wednesday that unless there were complaints regarding final results of recent parliamentary elections, he would give Ivica Racan the mandate to compose the new government on January 22. In case of complaints, Racan will be given the mandate on January 27, Pavletic said, adding the constituent session of parliament's new House of Representatives would be held on February 1. Pavletic spoke to the press after talks with Vladimir Seks, acting president of the formerly ruling Croatian Democratic Union (HDZ). Seks said the HDZ Presidency had taken a political position to enable the formation of the new government as soon as possible, in an entirely democratic and clear manner, and in keeping with the results of January 3 parliamentary elections. Seks said the HDZ Presidency politically fully supported parliament president and acting head of state Pavletic to as soon as possible, and in keeping with constitutional deadlines, appoint Ivica Racan Croatia's new prime minister. Seks reminded the Croatian Constitution does not contain the function of mandatary for the composition of the government, but only the appointment of prime minister. The appointed prime minister suggests to the president of state the appointment of the entire government. The House of Representatives 15 days since its establishment votes on confidence to the new government, Seks said. Seks announced that as the strongest Opposition party, the HDZ would act in a constructive and democratic manner, discussing and adopting those standpoints which are in the best interest of Croatia and all of its citizens. "We will be a democratic, constructive, and not capricious Opposition," he said. Today's talks with Seks were the last in a series Pavletic this week held with the presidents of the parties and coalitions which will make up the new House of Representatives. On Monday Pavletic held talks with Ivica Racan and Drazen Budisa, the presidents of the two parties which in coalition won the parliamentary elections, the Social Democratic Party and the Croatian Social Liberal Party. Yesterday Pavletic held talks with the presidents of the parties making the "Opposition Four" coalition, and the presidents of the Croatian Party of Rights/Croatian Christian Democratic Union coalition.
