during which the citizens need to understand the advantages of the existence of a joint state" of Serbia and Montenegro. The presence of international representatives in the negotiation process will be "crucial" to the outcome of discussions among Yugoslav, Serbian and Montenegrin expert groups on redefining relations in the federal state, Djindjic told reporters in Belgrade.
