ZAGREB, Dec 14 (Hina) - In relation to 2000, the Croatian parliament doubled the number of acts it debated this year, a total of 425 or 168 more than last year. A record 102 items were debated at the latest, 18th session, which is
underway. This year parliament held nine sessions, with a total of 91 working days, adopting 220 laws, most by urgent procedure. The urgent procedure has become the rule, the "regular exception," as deputy speaker Mato Arlovic recently noted. This year parliament adopted constitutional changes, ratified the Stabilisation and Association Agreement with the European Union, passed legislation stipulating the enforcement of a series of reforms in the tax, economy, health, and employment sectors, decentralised state administration transferring it to local units, formulated the legal framework to kickstart the pension reform.
