ZAGREB, Dec 14 (Hina) - The Croatian parliament changed its Rule
Book on Friday in order to guarantee a more effective performance,
and adopted amendments to the Government Law setting up another
governmental office - for emigration.
The changed Rule Book gives MPs the right to only one rebuttal and
correction of an incorrect statement, and only in connection with
the basic address.
Parliament will adopt laws being adjusted to European Union
provisions by urgent procedure if so requested by the sponsor.
If the competent committee or the legislation and Constitution
committees move discussing a law in first reading due to its being
contrary to the Constitution or legal system, parliament will do
so.
Parliament will set up another working body, the local and regional
self-government committee.
Pursuant to the adopted amendments, the Government Law is adjusted
to the constitutional changes passed earlier this year.
Instead of on the date of its appointment, the government's mandate
begins after it receives the vote of confidence by the
parliamentary majority.
The prime minister tenders his resignation to the parliament and
not the president of the republic. The premier decides on the
resignations of individual ministers, with the co-signature of the
parliamentary speaker, who has to notify the parliament.
As of today, the government has a new office, for emigration, a
motion moved by Ivo Skrabalo of the ruling coalition's Social
Liberals (HSLS).
Parliament also adopted amendments to the Construction Law which
should accelerate the granting of building licences.
Also adopted were amendments to the Catering Law, whereby hotels
will be subjected to a new categorisation, all in view of improving
the tourist offer.
The government was bound to draw up a new, integral catering law
within six months.
