BELGARDE, Nov 28 (Hina) - EU High Representative for Foreign
Affairs, Javier Solana, said in an interview for Belgrade's news
agency and Television that the EU Fifteen were more in favour of a
renewal of the Yugoslav federation, of course, different from the
previous one, than for the separation of Montenegro from
Yugoslavia.
In the interview, Solana advocated for a continuation of dialogue
between Podgorica and Belgrade, for which he offered EU's
assistance.
We can help in the negotiations, but participants must reach an
agreement. If they believe that the EU's participation is welcome,
we are, of course, prepared to assist, but all responsibility lies
with them, said Solana who spoke in Belgrade on Wednesday with
Yugoslav senior officials, and later in Podgorica with most senior
Montenegrin officials.
Asked why the EU believes a federation was a better solution than
two sovereign states, Solana said that fragmentation in the Balkans
no longer had any sense.
Asked which EU instruments were present in the Balkans, he said
there were only democratic instruments which were talks and
convincing.
