to Podgorica on Wednesday. He said Europe wanted a stable Montenegro and not a Montenegro which was a cause of instability in the region. Solana was, however, told that a referendum (on independence) was inevitable for a long-term solution for the Serbian-Montenegrin relations. During talks with Montenegrin President Milo Djukanovic held last
night, Solana said his visit to Montenegro aimed at the affirmation
of the EU's position regarding the relations between Belgrade and
Podgorica. Solana also said he came as a friend to warn about all
consequences of future decisions on Montenegro's state and legal

According to a statement issued by Djukanovic's Office, Solana
stressed he did not want to leave the impression that anyone was
being forced into anything and that it was up to Montenegro's
leadership and citizens to decide on their future and to take
responsibility for that.
Djukanovic, however, reiterated Montenegro's readiness for
dialogue with Belgrade on issues regarding the future of Serbia-
Montenegro relations. Montenegrin head of state said the EU could
count on full cooperation and that Montenegro would not make any
hasty moves which could jeopardise its stability and that of the
region.
Montenegrin Prime Minister Vujanovic promised Solana Montenegro
would implement a referendum with the participation of all
parliamentary parties and the recommendation of the Organisation
for Security and Cooperation in Europe, in line with the best
European practice.
