According to the Koha Ditore daily, the Serb side in many meetings

The daily also carries a statement by the head of the Yugoslav
commission for Kosovo, Serbian Prime Minister Nebojsa Covic, who
said a joint document between UNMIK and the Yugoslav authorities
confirms the status of Kosovo as a part of Serbia and Yugoslavia,
which guarantees that Kosovo will not become independent.
Quoting Serbian sources, the Kosovo Albanian press says that
despite official Belgrade's decision, Kosovo's Serbs will most
probably not vote at the Nov. 17 election. Their representatives
will meet on Monday to reach a final decision as to whether they will
listen to Belgrade or not.
