Belgrade has thus far persistently refused to extradite to the Hague-based tribunal Veselin Sljivancanin, Mile Mrksic, and Milan Radic, accused of war crimes in the eastern Croatian town of Vukovar. The tribunal recently unveiled four indictments against members of ex-Yugoslavia's federal army JNA for crimes committed in southern Croatia's Dubrovnik area at the end of 1991.
