PARLIAMENT DISCUSSES WAR VETERANS' RIGHTS

ZAGREB, Oct 18 (Hina) - The government has incorporated into the final bill on the rights of war veterans and their families the majority of the remarks MPs submitted in the first reading of the bill, and adopted most amendments moved by veterans' associations, Veterans' Minister Ivica Pancic said in parliament on Thursday. The bill's draft includes the term "volunteer", as moved by veterans' associations, as well as a demand for providing, under current provisions, housing for the families of killed, detained and missing war veterans, and veterans with above 80 percent disability. The deadline for a veteran to sell a car imported with customs and tax benefits and without additional payments for the difference in tax and tariff, has been reduced from seven to five years. The government turned down remarks on deadlines for granting sick veterans the status of military war invalids. Those suffering from post-traumatic stress will have their status recognised within two years after sustaining the trauma and not for an unlimited time period, as requested by the veterans. Prolonging that deadline would provide room for misuse, Pancic said, adding those affected by PTSP might have their rights recognised beyond said deadlines but only based on a doctor's expert opinion. The benches of the ruling coalition's five parties endorsed the final bill, while the opposition's Croatian Democratic Union and the Democratic Centre made their votes conditional on the adoption of their amendments.
