ZAGREB, July 5 (Hina) - The government on Thursday considered a report on the implementation of conclusions on assistance to the southern town of Knin, assessing the realisation of conclusions referring to the economy, employment stimulation, and private property had failed. First Deputy Prime Minister Goran Granic said the government was on time when it opposed a political campaign which alleged the government was not caring for Knin and that the town's residents were starved. It was established soon that about 20,000 and not 125,000 people needed welfare. The number of those needing subsidies for electricity dropped to one third. Granic said economic plans had backfired. Projects were not or were realised only in part, he added, requesting establishing who was responsible for the implementation of economy-related projects. The deputy PM was very critical of the way in which property issues were dealt with. He pointed to breaches of the Constitution and the constitutional category of private property. The report debated today examined the occupancy of some 18,600 privately-owned housing units. About 8,600 were empty or occupied by the owner, while about 10,000 had temporary tenants who must return the units to the owners. The government warned about eviction decisions which were three months old. These cases refer to illegal occupants as well as people who are not returning to their rebuilt homes. The government concluded Croatia would sign an agreement on the establishment of a regional electricity market in Southeast Europe, which has already been signed by Bosnia, Yugoslavia, Macedonia, Albania, Bulgaria, Greece, and Romania.
