ZAGREB, June 21 (Hina) - The Croatian government adopted at a
session on Thursday "The Principles of Development of the Republic
of Croatia", a document which is an integral part of a strategic
project called "Croatia in the 21st Century".

framework for Croatia's transformation into a modern and
successful society.
The document envisages a reform of social relations toward the
establishment of an atmosphere of tolerance and responsibility,
the key to development being knowledge and competence.

The government today adopted a model of purchase and export of some
200,000 tonnes of this year's wheat surplus. The model is based on
market principles, the state will not interfere with it, but it is
willing, for the sake of boosting the competitiveness of domestic
wheat on foreign markets, to cover part of export costs with 30
million kuna.
Agriculture and Forestry Minister Bozidar Pankretic would and
could not say at which price wheat producers would sell their crops
this year. That depends exclusively on market conditions and prices
will not be the same everywhere. They will depend, among else, on
conditions of payment, he said. It is assumed that the price of one
kilogram of wheat could range between 90 lipa and 1.10 and 1.20
kuna.
Croatia's wheat yield this year will amount to one million tonnes,
which is sufficient for domestic needs.
The government today also discussed fire-fighting activities.
According to a report by the Interior Ministry, prevention measures
are not satisfactory and one third of 210 local units do not have
fire prevention plans. Many local units have not secured the
necessary funds and have no observation schedules, while two towns
and 45 municipalities have no fire-fighting brigades.
Defence Minister Jozo Rados, whose ministry was in charge of
drawing up a plan of action of armed forces in fire-fighting
operations, says the armed forces are ready for this season.
The government sent the parliament several bills, including one on
the new identification card.
The government agreed that a procedure for the signing of a
readmission contract with Yugoslavia should be initiated. Interior
Minister Sime Lucin says the Chinese account for the largest number
of those illegally entering Croatia from Yugoslavia and that their
deportation to China is very expensive for Croatia. The said
contract would enable their hand-over to the country from which
they have entered Croatia.
