Serbian ruling coalition - DOS - and pro-Serbian Montenegrin
opposition "Together for Yugoslavia" on Saturday held a meeting in
the Montenegrin coastal town of Budva and presented a draft
platform about a future constitutional basis for a joint federation
of Montenegro and Serbia.
After the meeting, Dragoljub Micunovic, an official in the current
Yugoslav federal assembly, said the new platform was similar to a
document previously offered by the Government of Montenegro.
According to the Budva platform, Montenegro and Serbia should have
the joint foreign policy, army, market and the single protection of
rights and freedoms of citizens.
Under this document, the federal assembly (parliament) will be
bicameral, and both houses will have the equal rights so that
decisions could be made only in unison.
Representatives of both republics will rotate in the office of the
federal president and premier, whereas the presidents of the
republics will be elected by respective parliaments, Micunovic
explained.
A leader of the Socialist People's Party (SNP) and the federal
Yugoslav Premier, Zoran Zizic, who is not recognised by the
authorities in Montenegro, said another several meetings should be
held until the final version of the platform was made.
Four issues are still being negotiated: the jurisdiction and
competence of the joint state, the issue of bodies of authority, the
functioning of the joint state and procedure, he added.
The ruling DPS party in Montenegro has said it will regard such
meetings as a unilateral move and described the Budva event as a
tourist visit.
