a statement given ahead of Sunday's parliamentary election in Montenegro, Kostunica said he expected Montenegrin voters to vote for "a common state" but stressed Belgrade "will respect the will of Montenegrin citizens." The Yugoslav president reiterated the view of Belgrade authorities, presented in a platform for the redefinition of Serbia-Montenegro relations, which says that the two federal states "need a minimal but functional federation, a common state which would be reorganised and which would contribute to stability and security in the region."(hina) sb rml
