LOWER HOUSE WRAPS UP DEBATE ON CONSTITUTIONAL AMENDMENTS

ZAGREB, March 8 (Hina) - Parliament's lower house wrapped up Thursday's debate on a draft decision proposing new amendments to the Constitution but representatives did not vote as the upper house had not discussed the amendments yet. The aim of the amendments is to abolish the upper house and give counties the opportunity to decide on issues of interest, and to revoke the right of the Diaspora to vote. The most critical of the draft constitutional amendments were representatives of the strongest opposition party, the Croatian Democratic Union (HDZ), who turned them down describing them as the result of party interests of the ruling coalition's six parties. HDZ's Ivic Pasalic said "with these constitutional amendments, the ruling coalition is sending to the world signals of 'constitutional and legal insecurity'."
