ZAGREB, Dec 23 (Hina) - The Croatian Health Insurance Institute's (HZZO) Administrative Council on Monday adopted rules on health care standards and norms for 2003, which are aimed at stimulating the provision of medical service in
primary health care.

(HZZO) Administrative Council on Monday adopted rules on health
care standards and norms for 2003, which are aimed at stimulating
the provision of medical service in primary health care. #L#
The Council thus accepted conditions for the health system for
2003, agreed last week by Health Minister Andro Vlahusic, HZZO
officials and competent associations.
The conditions include an increase in head tax for specialists
working in primary care and the possibility of an additional,
three-percent increase in head tax for doctors joining in so-called
group practice.
Family doctors-specialists will be able to join in groups of five-
six, which will be able to earn additional money by being available
24 hours a day and working on weekends and holidays.
Stipe Oreskovic, an HZZO official in charge of the health reform,
said the reform was aimed at stimulating specialisation in primary
care, which should increase the provision of medical service in
community health centres and lift the pressure off hospitals.
HZZO director Ljubica Djukanovic said control in health
institutions would be increased next year.
