The coalition's, Opposition's and minority whips said on Monday
after talks that they had agreed that the law be discussed on
Thursday and passed on Friday.
They stressed that they had agreed on the most important provisions
of the law: that minorities be guaranteed existing rights, that is,
that the number of minority deputies elected in a special electoral
unit be five at least and eight at the most.
For the constitutional law to be adopted in parliament, a two-third
majority, or 101 votes, is required.
The Croatian Democratic Union (HDZ) has criticised the term
"minority self-government". Representatives of the ruling
coalition believe that it is possible to find a different
descriptive term but that they could not give up the content of
"minority self-government", since it implies the participation of
minorities in various social activities, as has been suggested in
the bill.
