criteria proposed by the government.

house or a flat for the first time to solve their housing problems
could be exempt from paying a five percent capital transfer tax, but
would have to meet a set of criteria proposed by the government.

The government forwarded into urgent parliamentary procedure bills
under which the salaries of state and judicial officials and judges
would be calculated on the basis of their gross base, which would
enable those officials to use tax benefits as all other citizens.
Their salaries would remain at the same level.
The government today amended a programme of construction and
maintenance of public roads for the period until 2004 for the
completion and reconstruction of roads connected with the Zagreb-
Split highway project, which would require another 244.5 million
kuna.
The programme was amended to include works which would have to be
carried out on the most important roads, such as the Istria Y road
and the Zagreb-Rijeka highway, which would require another 622
million kuna.
