The documents were signed by the foreign ministers of Slovenia,
Croatia, Yugoslavia, Dimitrij Rupel, Tonino Picula and Goran
Svilanovic respectively, and by Svetozar Mihajlovic, the Bosnian
minister of civilian affairs and communications.
Mihajlovic said Bosnia's interest was that the main offices of the
secretariat of the agreement be based in the town of Brcko.
The purpose of the agreement is to introduce an integral management
system over navigation in all countries the Sava flows through.
Other goals are to ensure environmental protection and to organise
the joint defence against floods and draughts.
The co-ordinator of the Stability Pact for Southeast Europe, Erhard
Busek, welcomed the signing of the documents, which he described as
the best example of regional cooperation in Europe that would
enhance the countries' economic cooperation and development.
