The bill relates to the cost of capital owned by HEP in the Krsko
power plant which was nationalised in 1998 following a decree by the
Slovene government. The bill also includes the cost of more
expensive plants within HEP which were used for alternative
electricity.
The total amount of HEP's claims for the period from 1 August 1998,
when the delivery of electricity from Krsko to Croatia was
discontinued, until the present is US$279 million.
HEP recalls that in 1999 it filed a lawsuit at the Zagreb Commercial
Court against ELES and the Krsko power plant requesting
compensation from Slovenia.
HEP notes that Slovenia continues to use half the power plant
without authorisation, even though HEP had until 1982 invested
around US$600 million, which today is valued at around US$1.2
billion. HEP is still repaying investment loans taken to pay for the
construction of the Krsko power plant.
Given that the Slovene parliament did not ratify an agreement on
Krsko signed with Croatia, HEP is preparing for possible
arbitration in the matter, HEP reported.
