The idea of mass return is a cynical exploitation of the displaced
themselves, it is not fair to tell people that they will return, and
not provide them with security and other living conditions, Steiner
said at the presentation of UNMIK's plan for the return of displaced
persons to Kosovo, adding that a welcome at the local level was also
necessary for return.
Steiner reiterated that the UN administration advocated an
individual, voluntary return which was possible only to places
where they had resided to repossess their property.
Steiner said that the security situation for minority communities
in Kosovo had improved.
The leader of the Association of Displaced Serbs from Kosovo,
Miroslav Solevic, announced on Wednesday that about 40,000
displaced Serbs would gather at the administrative border between
Kosovo and Serbia on September 21, in an attempt to return to
Kosovo.
