A Steering Council report refutes MP claims about illegalities in
HRT's work and dismisses the company's responsibility for the delay
in separating HRT into two public companies, Radio and Television.
The separation should have occurred by July 1, 2002, according to
the Law on HRT.
In a supplement to the report about its work, the Steering Council
said HRT functioned legally even after July 1, because it fully
respected all legal provisions relating to HRT's work.
The Council stresses that HRT has only not been registered as two
separate public institutions, which is envisaged by the Law on HRT.
The Council recalls, however, that the law does not state what
happens if the separation does not come about within the legal
deadline. According to the Council, this means that the deadline
was more an advisory than a binding one.
Without amendments to the Law on HRT, or the passing of a law for
every public institution created by separation, the process is
impossible to complete, the Council says in its report, adding that
the government and parliament were responsible for the legal void,
not HRT's Management Board.
