BELGRADE, Sept 6 (Hina) - The European Union high representative for the foreign and security policy, Javier Solana, is holding talks with Yugoslav, Serbian, and Montenegrin leaders in Belgrade on Friday, to urge the adoption of a
constitutional charter on the new state community as soon as possible.

Yugoslav President Vojislav Kostunica told a television station on
Thursday he expected Yugoslavia would be admitted to the Council of
Europe "on credit". He said the constitutional charter of the new
community had not been adopted yet "because it suited someone to
have Montenegro separate from Serbia and for everyone to be master
on their own territory".
On the eve of meeting Solana, Serbian Prime Minister Zoran Djindjic
told reporters he expected the charter to be adopted soon. He said
he would talk with Solana about "the possibility of solving the last
open topic, the model of election of representatives to the federal
parliament". Montenegro objects to the direct election of federal
deputies.
