A subcommittee in charge of the definition of the charter continued
working on Thursday.
Until now it has managed to agree on only that there would be no
preamble so that the document would not prejudge the status of the
future community.
The Serbian and Montenegrin sides have not yet managed to harmonise
views on other issues, and it now seems unlikely to see the
completed charter on 12 August, a deadline set for the elaboration
of the document.
It is likely that the charter will be finished only thanks to
solutions imposed by the European Union.
The commission for the elaboration of the charter will convene on
Monday.
