The ECOSOC chairman, Croatian Ambassador Ivan Simonovic, addressed
the participants and thanked them for cooperation,.
Commenting on the achievements of the four-week sitting,
Ambassador Simonovic pointed to the recently adopted ministerial
declaration on goals of the millennium's sustainable development.
ECOSOC confirmed that the enhancement of human resources
encouraged the entire progress.
Simonovic spoke of the ECOSOC's success in tying other UN bodies,
international financial institutions and non-governmental
organisations. He reminded the audience of the set-up of an ad hoc
group for African countries.
According to the media coverage, the central event of this year's
ECOSOC sitting was the United States' failure to prevent the
adoption of a draft agreement on the ban on torture, which was added
to the 1984 Convention.
During the vote on the document, only the United States, China, Cuba
and Libya were against this paper which stipulates the visits of
international inspection teams to prisons and camps, such as the
Guantanam jail in Cuba where Americans detain alleged members of
AL-Qaida and the Taliban.
The number of participants in this year's session of the ECOSOC was
higher than ever before, and they confirmed a key role of this UN
body in the stimulation of progress and in adjustment and co-
ordination of activities in the implementation of relevant
agreements.
