this border crossing.

The annexe to the agreement has been harmonised with Croatia, but
not so the protocol, Bosnia's minister for civilian affairs and
communications Svetozar Mihajlovic said. He added that both
documents would be forwarded to Croatia.
Unlike a previous protocol, which Croatia rejected, the new one
excludes the possibility of the exchange of territories,
Mihajlovic said.
He added that the annexe states that the Uncica river is a state
border, which was not specified before.
Within 15 days of signing the protocol, both sides should propose
solutions for the building of the infrastructure and a bypass at the
border crossing in the Kostajnica area, said Mihajlovic.
The 500 m bypass, whose building should be financed by Bosnia-
Herzegovina, should be located between the Una and the Uncica
rivers, but Mihajlovic said Bosnia was willing to discuss another
location.
According to the protocol, the building of the border crossing
should take 18 months, said Mihajlovic. The document also states
that a temporary border crossing should be opened as soon as
possible, and freedom of movement enabled for residents of both
Hrvatska Kostajnica and Bosanska Kostajnica, the two border
towns.
The temporary border crossing would be international and used for
passenger traffic. Another one for cargo would be opened
subsequently.
Mihajlovic said Croatian and Bosnian expert teams should take a
stand on the protocol within 15 days.
