ZAGREB, July 12 (Hina) - The Croatian parliament's president, Zlatko Tomcic, on Friday received Erhard Busek, a special co-ordinator of the Stability Pact for Southeastern Europe, the Sabor press office said in a statement.

The pact's official commended Croatia for considerably
contributing to the stabilisation of the region and to the refugee
returns.
Busek expressed hope that amendments to a Law on the Areas of
Special State Concern and a Constitutional law on national
minorities, which the Croatian parliament should soon adopt, would
confirm the continuation of strong democratic processes in the
country.
Tomcic said the problems which cropped up in the settlement of the
issue of refugee returns were primarily of the financial nature and
were in no way political.
Croatia earmarks huge amounts to remove consequences of the war
destruction and to reconstruct the housing units and
infrastructure, Tomcic said.
The success of the process of the return also directly depends on
the co-ordination and balance of efforts which authorities of
Croatia, Bosnia-Herzegovina, its Serb entity, and Yugoslavia are
taking and which should result in the proportional return, Tomcic
said.
Speaking of the Constitutional law on the ethnic minorities'
rights, the Croatian official said that although the law had not yet
been adopted, the parliament had passed legislation making it
possible for national minorities to exercise their rights at a high
level and to have their representatives in the Sabor. Therefore
Croatia can be added among countries with high standards in this
field, Tomcic said.
