The parliament discussed a final bill on the restitution of
property confiscated during the Yugoslav Communist rule. The
national minorities' bench said the bill was just a photocopy of the
Croatian Democratic Union's (HDZ) law and that the government was
in fact "mocking the Constitutional Court's decision".
One of the main objections by the minority bench, presented by MP
Furio Radin, was that the law should also enable the return of
property confiscated during the rule of the NDH (Independent State
of Croatia, 1941-1945) without which, the bench claims, the law
would be discriminatory.
Despite the decision of the Constitutional Court of 1999, the law
continues to discriminate against people without Croatian
citizenship, Radin said. Private property is a value that is not
subject to citizenship, so the bill violates human rights in any
society, particularly those aspiring to the market economy, Radin
said.
The parliament today also discussed a final bill on minor offences
in the third reading. MPs objected that the bill did not accelerate
proceedings in these cases and proposed a number of amendments that
are to be decided upon when the bill is voted on.
