Annan said that Bosnia achieved significant results in the
implementation of the Dayton Agreement. He said the country also
made progress in security by implementing police forces' reforms
and establishing border police.
Even though the main task of the mission will be completed by the end
of this year, the weaknesses of the system and the rule-of-law in
Bosnia demands the continuation of international attention, Annan
said in the report.
This is the task of a future EU mission in Bosnia, the report says.
Annan proposed to the Security Council to extend the mandate of UN
observers. Until the October 5 elections, the number of observers
should amount to 1,600, while after the elections it should be
reduced to 460.
