ZAGREB, May 22 (Hina) - Most parliamentary benches agreed on Wednesday that some categories of citizens employed in the sectors of culture, science and public media, as well as students and pupils, should be excluded from the new
system of contributions as proposed by the government.

Under the government's proposal, the new system of contributions
would go into force on July 1, and pension and health insurance
contributions would have to be paid for the payments of scientists,
artists, and students, as well as for membership payments of those
sitting in assemblies, supervisory committees and governing
councils, which is not the case at present.
The Opposition as well as the ruling coalition's benches believe
that the effects of the new obligations on employers and their
ability to shoulder new financial burdens should be thoroughly
analysed.
Opposition benches also claim that the negative effects of the new
system could exceed the positive ones, and that they will not
eradicate grey economy regardless of the government's assurances.
