and Cooperation in Europe (OSCE) and the UN High Commissioner for Refugees (UNHCR).

Despite some progress, the fact remains that the situation of
minorities in Kosovo is unacceptable, the chief of the OSCE
mission, Pascal Fieschi, told reporters on Wednesday.
In their ninth report on the position of minority communities, for
the September 2001 - April 2002 period, the OSCE and UNHCR missions
seek that Kosovo authorities significantly improve the situation
in this field, in order to create conditions for normal living and
the return of all ethnic groups.
