drastic increase in the amount of fines for traffic offences while

Most MPs said high fines were necessary for driving at excessive
speed or under the influence of alcohol or drugs, but disputed the
justification of high fines for minor traffic offences.
The government is expected to come up with better solutions by the
second parliamentary reading.
The government has resorted to stricter traffic safety measures due
to indicators showing that 13.5 per 100,000 inhabitants were killed
in traffic, i.e. 650 annually, and the fact that young drivers were
responsible for the majority of the gravest accidents.
Traffic offence fines have been tripled. Wrong parking or failure
to use the safety belt, for example, is fined with 400 instead of the
previous 100 kuna.
As for legal provisions under which citizens who fail to pay traffic
offence fines might be denied the granting of identification
documents, MPs said they were counter-constitutional.
