ratifying the Agreement on the Succession to the former Yugoslavia,

According to him, the reasons for such a stance were connected with
doubts about the guarantees of the former federation for foreign
exchange reserves and the fact that when the agreement was signed,
they had not known about the recently discovered loss on frozen
accounts of the former Yugoslavia abroad.
Slovenia holds the Yugoslav authorities responsible for the loss,
since they, he said, were the only ones who had the right to manage
the funds.
"There is an ongoing battle concerning the foreign exchange
guarantee and savings. When we signed the succession agreement, we
were led on because we were shown information about the situation of
foreign exchange reserves, which later on proved inaccurate,"
Arhar said.
