INT. MEDIATOR FOR BOSNIA PRO ELECTION WITHOUT CONSTITUTIONALITY

MOSTAR/SARAJEVO, March 9 (Hina) - International mediator for Bosnia Christian Schwartz Schilling on Saturday recommended the holding of general elections in the country. The elections are scheduled for October 5, even if the constitutional reform about the constitutive quality of peoples in Bosnia is not implemented. He opposed a suggestion that the High Representative to Bosnia impose the constitutional changes. Schilling said he was sceptical with regards to requests that the High representative impose constitutional changes in the next several weeks if Bosnian politicians do not reach an agreement. This is a time of peace and a dramatic international intervention would not be justified, he told reporters ion Sarajevo at the end of his three-day visit to the country. Representatives of yesterday's meeting of eight of the most influential political parties said headway was achieved in harmonising views

Bosnian Federation parties, however, still claim that Serb politicians oppose the establishment of a House of Peoples at the Bosnian Serb entity's parliament, which is the chief purpose of the Constitutional Court's decision on all the peoples in Bosnia being constitutive.
