The talks focused on the process of negotiations with Serbia, which are carried out under the auspices of EU representative Javier Solana. Holms said America advocated reforms in Montenegro and Serbia, and expressed expectation that the reform processes in Montenegro would continue, whether it be an independent state or in alliance with Serbia.
