ZAGREB, Jan 24 (Hina) - The Croatian government on Thursday changed a Decree on Tariffs in 2002 by temporarily revoking duties for apples, yearlings and artificial fertiliser, the government said in a statement. The changes were adopted due to market developments, i.e. a shortage of apples on the domestic market, and the need to provide a sufficient number of yearlings and the necessary quantity of artificial fertiliser for sowing. The government today also adopted a draft amendment to the Final Draft Criteria for the Privatisation of Farming Land and a draft decision authorising the Education and Sports Ministry to transfer the right to establish primary and secondary schools to local administration. The government also adopted a decision on issuing state guarantees for a contract on a concession to construct and use a soy warehouse at the Rijeka port. The concession contract will be signed on Friday by Prime Minister
