HOLBROOKE: BOSNIA MARKS SUCCESS, POOR PROGRESS MADE IN KOSOVO

WASHINGTON, Nov 7 (Hina) - The international community achieved success in Bosnia-Herzegovina which is on a good path to become a stable country, however, almost no progress was made in Kosovo as the status of the province has not yet been solved, U.S. representative in the U.N. Richard Holbrooke said in Washington on Thursday. Holbrooke, U.S. chief negotiator in Dayton and former ambassador in the U.N. visited Bosnia, Serbia and Kosovo in October, along with former Civil Administrator in Kosovo Bernard Kouchner. Significant progress has been made in Bosnia, but almost no progress was made in Kosovo, primarily owing to the unresolved status of the province, Holbrooke told the Washington-based institute of the international relations council on Thursday. He said that U.S. strategic objectives were realised in Bosnia in the past eight years. The war is over, foundations for a peaceful, multiethnic country have been laid, the economy is growing, couples of different ethnic origins are getting married, Holbrooke said. This country has a chance, he added. Holbrooke, however, warned about problems in Bosnia that still needed to be solved the greatest of which was the existence of three ethnically based armies, stressing that was the biggest mistake of the Dayton Peace Accord. He said that Bosnia's biggest omission was failing to arrest Bosnian Serb war-time leader Radovan Karadzic and his chief military commander Radovan Karadzic. Holbrooke advocated the continuation of partnership between the U.S. and the European Union in Bosnia. Commenting on the situation in Kosovo, he said very little progress was made in the solving of two vital issues: resolving the final status of the province and the transfer of the authority to the people of Kosovo.
