ZAGREB/OSIJEK, Oct 17 (Hina) - Croatia's Administrative Court has ruled that the Osijek-Baranja County Assembly operated unlawfully since April 17 because sessions were held without a quorum after 26 opposition councillors had
resigned.

ruled that the Osijek-Baranja County Assembly operated unlawfully
since April 17 because sessions were held without a quorum after 26
opposition councillors had resigned. #L#
The Croatian Democratic Union (HDZ), the Social Liberal Party, and
the Party of Rights requested the Assembly be dissolved after their
councillors had tendered their resignations. The Assembly,
however, resumed work after the Croatian Peasant Party (HSS)
appointed Ivica Bogadi as replacement for Stjepan Rob, an HSS
councillor who first joined the HDZ and then resigned.
The former councillors then referred to the Administrative Court,
which accepted their appeal and ruled that Bogadi could not become a
councillor and participate in the work of the Assembly since the
beginning of his mandate had not been set. The Court ruled that the
Assembly did not have a quorum and was therefore unlawful, and that
its decisions and conclusions were not legally binding.
