The HND has proposed that the articles of the law referring to the
official secret be elaborated, while the Ministry will initiate
procedure to change the 1996 law on protection of the
confidentiality of information, which, if applied, would make the
publishing of all information in possession of public authorities
liable to prosecution.
The HND has proposed that the current regulation in the media bill
which concerns protection of privacy be replaced with a regulation
from the existing law on public information. Under the media bill,
the only information that can be published about a person holding a
public office or performing public duties is the information
concerning the person's public office or public duties. The HND
believes that the article overly protects the privacy of state
officials and requests that the proposed regulations about the
protection of information sources be removed or made less strict.
The ministry has accepted a proposal that the new law also
incorporate regulations from the Law on the Electronic Media
limiting ownership concentration in the electronic media.
