"If the tribunal calls someone as a witness, they are obliged to
appear. There's no room for some sort of free will here," Djukanovic
told the Podgorica-based MINA news agency on Monday.
Previously, he rejected the Hague prosecution's call that he
testify against Milosevic, saying he was free to make that decision
even though some, he added, thought differently.
Djukanovic dismissed some politicians' and commentators' claims
that he refused to testify because he was scared of Milosevic.
"That's quite a baseless assumption," he said, adding that he
"wasn't scared of Milosevic even in much more difficult times".
Djukanovic went on to say that his refusal to testify "doesn't
change Montenegro's relationship with the Hague tribunal".
"Montenegro has fulfilled its commitments to the tribunal and there
is no room for speculation there", he said.
